Hi Jill--
 
The Monroe Doctrine basically said,"Hey Europe (especially Spain), if you try to colonize or re-take control of anything else over here on our side of the Atlantic, specifically in Latin America, we're going to view that as an act of war or aggression upon the U.S., and we're going to stop you--using force if necessary."
 
So, I think your answer would be Western Hemisphere, which includes both Latin America and the European countries he was worried about.
