If 12 is no more than the sum of negative 1.5 times a number W and 4
then 12 is less than or equal to -1.5W+4
12 < -1.5W + 4
or
12 < 3W/2 + 4 where 3W/2 > 8, and W>16/3
or if it's required to keep it as 12 is no more than, you could write
12>-1.5W+4 and put a / (slash mark) through the > to indicate not greater than. You might be able to do that on your key board, but mine doesn't seem to allow it
