I'm not sure what you mean by "abolition" of countries. I think you mean that countries were asked to evacuate (leave) countries they had taken over during the war as well as some of the colonies they had established outside of their borders. This was to establish a balance of power and to return lands to their former owners. The belief was that as long as there was a balance of power war could be avoided since no one could win.
It's important to note that Wilson was an idealist and his plan didn't work as he had hoped. Many believe that the harsh punishments inflicted on countries (particularly Germany) at the Treaty of Versailles (which officially ended WWI) are what lead to WWII.
