You are referring to punishment. This relates to the consequence component of the 5 part contingency. Punishment is when a consequence decreases the probability of the behavior occurring again in the future. Note the precise language here. Behaviorism is very specific in the way it words things. "Weakens or suppresses" the behavior implies affecting the intensity of a behavior. While you can shape the intensity of a behavior by altering the contingency, that is not the exact definition.
