The vertex form is a(x-h)2 + k
So here y = a (x-3)2 + 2
When x = 10, y =1 , so 1 = a . 72 + 2 so -1 = 49a, so a = -1/49
So y = (-1/49) (x-3)2 + 2
If you need the standard form expand the squared bracket
y = (-1/49) (x2 - 6x + 9) + 2 = (-1/49) x2 + (6/49) x + ( 2 - 9/49)
