To my knowledge the construction of the Diamer-Bhasha dam is not mandatory for Pakistan but because this project has been under development for nearly a decade, many interested parties would be hard pressed to let the project fail at this point. When the dam was first proposed, Pakistan's economy was severely struggling and so Pakistan was forced to find international financial backing for the project. Many countries that were approached during this time refused to engage in the funding for this project due to the opposition of India. India is opposed to the dam because it is located in the disputed Kashmir region. In 2018, Pakistan got permission to turn to private crowd-funding for this project but that too failed. In May 2020, China stepped in to help fund the project on the condition that the project contract was awarded to a specific company. There are still many issues with this project including the estimated cost of construction (which no one can agree upon), the objections from India (who will likely use every diplomatic option to delay the project), and protests from local residents of the region who argue that many historical Buddhist sculptures and villages will be completely submerged once the dam is in use. Again, I must stress that I cannot find any sources that say the dam's construction is "mandatory" so I have answered this question to the best of my knowledge.

There is also a neighboring oil field to the Toot oilfield that is called Missa Keswaal.
