For the stem 6, for the leaves just enter the second digit of all data starting with a 6.

So 1, 1, 2, 4, 5, 6, 6, 6, 8, 9

You can do the leaves for the data starting with 7, 9.

An outlier is a data point significantly higher or lower than most or all of the others.

So there is one obvious outlier here (exercise for you).
