First you need to find the slope by using the change of y as the numerator and the change of x and the denominator.

 

1-9= Change of y  3-2= Change of x  This leaves the slope -8/1 or -8.  Then pick a point (x,y) and find the intercept.

 

y=mx+b  we know y, m, and x so it makes 1=-8(3)+b  Then we solve from there.  1= -24+b  then b=25.

 

The answer would then come down to removing the x and y coordinates and leave all other parts y=-8x+25
