This question seems a little tricky. From what I can tell, you are filling the smaller pool more quickly than you are filling the larger pool. In that case, the smaller pool will be full a long time before the larger pool. At that time, the smaller pool will have 931 liters of water in it and it will never have more, since it is full.
At some later point in time, the larger pool will also have 931 liters of water in it. Given the rate of filling is 21.25 liters per minute, all you have to do is figure out how many minutes it takes to arrive at 931 liters in the larger pool at the fill rate of 21.25 liters per minute. I'll leave that to you to figure out.
