you wish to produce a 0.25 liter solution of 0.2 moles per liter. the product of those two numbers it the number of moles you need to add to that 0.25 liter volume to produce that concentration of 0.2 moles per liter.
.2*.25 = 0.05 moles
0.05 moles of NaOH, which has a molar mass of 40 g/mol would be a mass of 0.05*40 = 2 grams
add 2 grams of NaOH to 0.25 liters water to get 0.2 mol/L
