Hey Oumar! We can think of the New Deal as expanding the scope of government in order to help a suffering American economy during the Great Depression. He did this through a number of acts including the Works Progress Administration act, which gave people jobs building post offices, highways, and so forth (eliminating option A). He also setup a pension system for millions of Americans using the Social Security act (eliminating option C). And finally, the New Deal channeled billions od dollars in an attempt to stimulate the economy which unfortunately did little to mitigate the problems of the Great Depression (eliminating option B). By process of elimination, D is the correct answer. Hope this helps!
