According to the Government of Canada's website at https://www.canada.ca/en.html , you need to take a test in either English or French that measures your ability to listen, speak, read, and write in that language. The test options are:

Your ability to listen, speak, read and write in that language is then rated. For example, in the English test you can score from 1-12. If you score a 1,2,3, or 4 then you are rated as having a "beginning" level of English. If you score a 5,6,7, or 8 then you are rated as having an "intermediate" level of English. If you score a 9,10,11, or 12 then you are rated as having an "advanced" level of English.
There is a rubric that outlines the requirements for getting each score. For example, some of the requirements for receiving a score of 5 in speaking English are being able to: Participate in basic social conversations, give instructions for basic everyday activities, and give and respond to informal requests and advice.

You must meet a certain score in order to "pass" and be accepted into an immigration program. For example, if you want to immigrate through the Federal Skilled Trades Program, then you need to score at least a 4 in Reading and Writing in English, and a score of at least 5 in Listening and Speaking in English. But, if you want to immigrate through other programs (like the Federal Skilled Worker Program) then you will need to score higher.
