I agree with David R.'s and Emily G.'s advice: interview practice, conversation practice, and watching telly and movies in English. I would add that he can watch a show first with captions in his language, then in English, then with no captions.
He can also hire one of us ESL tutors here on Wyzant to help him practice for his interview.
I (or another tutor, if he prefers) can help him with necessary vocabulary and pronunciation to do well on his interview. I also have practical techniques I teach students to help them calm down and feel more comfortable and confident in their interviews. I have 20 years experience working with university students, including helping them prepare for interviews and presentations.

If your friend would like to study in the USA and has a good academic record, having an academic resume, and practicing English, preferably having an English course, would be helpful. Depending on his desired major and skills for his program, his chances of being accepted could go well, especially in Engineering, Medicine/Sciences, Computer Sciences, Business, or some outstanding talent, recruiters may make some allowances. He wouldn't be necessarily expected to present himself as someone who has been here for years, but to be competitive, comprehend coursework, join clubs, make friends, get more scholarships, work-studies, part-time jobs, learning English is important. Similar expectations would be the same for an American going to a different country.
Advisors and/or Tutors can help advise your friend with preparing a resume in English. Questions about Why are you choosing this University, What are your career goals, Why are you interested in your field, hobbies, volunteer work, etc., could be asked, during the interview. Even if your friend has notes with his resume, it is good to practice what he wrote, practice with a counselor, tutor, friends, etc. pronunciations. Meet new people at lunch on campus, tour events, International Student Group Representatives, etc.
I also encourage watching TV, Videos, Reading Magazines, Posters, Menus, watching favorite sports, reading signs on the street, stores, popular songs he may like, etc. When I work with ESL Students, I find that it helps the learning process feel more natural and relevant, when using topics and expressions reflecting who they are and aspire to be--Expressed in English. Then when going to an interview, they can hopefully relax and feel more confident. It's OK to have one's own accent, as long as the speaker is understood. Learning an additional language and fluency takes time. However, it doesn't mean that perfection has to be achieved overnight.
Tutors and instructors can help assess what someone needs to focus on. So, If your friend has a dream and is determined to try studying and earning a degree here in the USA, it can be done!

First of all your friend needs to learn English before he migrates abroad for an interview. The problem that will face him is he would not be able to express himself and will not get hired, Communication is the key to a successful interview so your friend should take English lessons before the interview.
