Parallel lines have the same slope. So, first, you want to solve the equation for y to find your slope.
7x + 9y = 137
--7x -7x
9y = -7x + 137
/9 /9 /9
y = -0.778x + 15.222
your slope of your parallel line will also by -0.778. You now need to find the Y intercept.
plug in the given (8,1).
1 = -0.778(8)+ n
1 = 6.222 + n
-6.222 -6.222
-5.222 = n (the y intercept)
so your parallel line equation is y = -0.778x -5.222

I believe that n = +7.22, not -5.2205/21/20
