Let's see if I can get you to the answer a bit faster.
The circumference of a circle scales proportionately to the radius. The area of a circle scales proportionately to the square of the radius.
Therefore, to make a circle of 3 times the area, you just need a radius of 3^0.5 times that of the original circle; the circumference will also be 3^0.5 times that of the original circle. Type =15*3^0.5 into Google, and get 25.98... out, round to 26.0 inches.
No need to back-solve to radii, in this case, and less chance for calculator entry errors!
