Your inequality is

 

6-1.20x ≤ 20

Let x be the number of packages she wants to buy.

 

1.20 x (or 1.2 x) would be the amount she spends on them.

 

But she's already spent $6.

 

So the total she spends would be 6 + 1.2 x.

 

Since she has a 20, then the amount she spends has to be less than or equal to 20:

 

6 + 1.2 x ≤ 20
