The classic legislative process is that as laid out in the Constitution and as envisioned by the founding fathers as to how a bill is introduced and becomes law. The modern legislative process is one never envisioned by the founding fathers at all. They never conceived of the modern power of the 24x7 relentless bombardment of media, professional lobbyists and professional lobbying organizations, the Internet, and an over-reliance on Executive orders.
