The six membered ring is benzene. The attached groups (-C2H5) are ethyl group. If you number the ring with 1 @ one of the ethyl groups, the other ethyl group is on carbon #3, hence the name 1,3 diethyl benzene (di because of 2 ethyl groups). The m in m-diethyl benzene stands for meta as opposed to, ortho and para. If you don't know what that means, you should look up ortha, meta and para.
