I was thinking about this question and something someone once showed me. 0.667 is rounded up because of superstition and because that's the rule (5 or more round up, if less round down). Go to as many 9s as there are places (2 here since the 6 repeats forever). 66/99 reduces to 2/3 as the GCF here is 33. That means that this as a mixed number will be 66 2/3 for your answer.

As a rule, to make something into a rationalized fraction, go as many places as necessary. If the number was 0.6666, 6666/9999 still reduces to 2/3. 0.1234 is 1234/9999. There are infinitely many examples. This one just cannot be reduced that I can see.
