This question sounds like a straight application of the empirical rule. You need the average IQ and the Standard Deviation. However, an IQ of 160 is very high, same goes for 40 (extremely low) so the percentage of people represented by the two little tails on the two sides of the Normal curve should be around 100-99.7= .3%
