Put the highest degree first

3y^4 + 4y

That would seem to be the normal preferred answer, unless you want to list every explicit power, then:

3y^4 + 0y^3 + 0y^2 + 4y +0

the cubic, quadratic and constant terms are all 0, or you can put in the actual powers with 0 coeffients:

3y^4 + 0y^3 + 0y^2 +4y^1 + 0y^0

y is the same as y raised to the 1 power

a constant term such as 0 is the same as 0 times y to the zero power. Anything to the zero power = 1, and 0 times 1 = 0

Listing every degree 0 to 4 may show you understand degrees more than just the conventional 3y^4+4y, but it's not recommended unless the instructor or textbook is specially asking for that. When you say "no missing powers' perhaps that's what they want, all of them, with 0 coefficients.
