There are so many ways to fudge this problem!

The straight answer of course just takes =75,000,000/34=2,205,882.35294 people. But you can't split people. ->2,205,882, and you have about 10 mg left over. On the other hand, answers are only correct to the limits of precision, so you could maximize the stated number of recipients using 75500000/33.5=2,253,731.34328 ->2,253,731 . Nasty, but lawful.

In reality someone would probably bop you on the head for attempting a ridiculous task and start handing out the paper indiscriminately. All the bets are off for how long the paper would last then.
