The template strand is the coding strand, otherwise known as the antisense strand. If we were to assign directionality to this sequence, we could write 5'-AGT-3' for learning purposes. The resulting mRNA would be 3'-UCA-5'. The tRNA is complimentary and antiparallel to the mRNA so the tRNA would read 5'-AGU-3'. Thus, the answer is B.
