A mixed number is simply a whole number (counting number) and a fraction, such as 2 1/4 or 11 5/6. When you look at any decimal number, such as your example, think about the place value of the digits that are to the right of the decimal - tenths, hundredths, thousandths, and so on. The decimal part of you number - .71 - goes to the hundredths place, and the entire number is read as "seven and seventy one hundredths". To write this is a mixed number, you would keep the whole number - 7 - and change the decimal number to 71/100.
The final answer is 7 71/100.
