You might find this easiest if you set up a proportion. The general rate is 4 apples/28 cents. You are being asked for the specific rate of 12 apples/x cents. You can therefore create a proportion by setting the rates equal to each other:
4 apples/28 cents = 12 apples/x cents
4/28 = 12/x [dropping the units]
4x = 28*12 [cross-multiplying]
x = 28*12/4 [dividing both sides of the equation by 4]
x = 84 [performing the multiplication and division]
