Good question. The answer lies in the genetics. The confusion comes from not understanding that there are several types of color blindness.
The most common form is red-green, actually 4 types lumped together. These types are all X chromosome controlled, but still possible for women to show symptoms.
Per (http://www.color-blindness.com/2006/06/02/chromosomes-involved-in-color-blindness/) rod monochromacy is NOT linked to the X chromosome, rather it is associated with chromosomes 2 and 8, and possibly 14 (jury is still out). Not gender-linked.
