Here's what we know:
4/7 = 16/x (When the bucket is 4/7 full, it's holding 16 liters out of a certain amount)
From here, I notice that 4 * 4 = 16, therefore 7 * 4 = x in order to keep the ratio balanced.
7 * 4 = 28, so the bucket can hold 28 liters.
