When creating a fraction from a word problem, you want to put the "part" on top and the "whole" on the bottom. The part we are interested in is 4 hours, so that goes on top. The whole shift is 8 hours, so that goes on the bottom. If you wrote the units, then you should see that the units both on top and on the bottom are "hours," so they cancel and you can cross them out, leaving you simply with 4/8. If your teacher wants you to reduce the fraction, then that would be the next step.
