Why and when did rhyming and meter stop mattering in poetry?

Poets have always had their own styles in poetry and don't follow the strict formats of couplets, limericks, or haikus. Some wrote these formats of poetry but a combination of following strict formats and writers writing in their own styles has happened throughout history.
