Honestly, because you are using CS4 it might be an issue with the updates. Mostly, people use CS6 and if not they are on adobe cloud. It might be a way of adobe advancing you to push an upgrade. If you can, go to CS6, I know you can illegally download this, otherwise you might have to pay a subscription fee to the cloud. This is a conspiracy called "obsolescence."
