The Gaussian Blur works well when applying a type font of a color or hue close in value to the BG. Design the type to look and fit the space. Copy it then change the color to black, add outlines if wanted and Rasterize with a clear BG. Now paste the original type on top slightly offset. It should now POP off the BG.

Gaussian Blur is a style of blur in Photoshop and many other applications. The blur is calculated using a Gaussian Function (a mathematical function) which blurs pixels in a specific way. You can experiment with different styles of blurs in Photoshop to decide which style you like best.
