While at the end of the day this definitely is all up to personal preference, I've found it is much easier to write after building the world first. While you can sometimes come across things while story building that change certain aspects of your world, you should start with a base understanding of the world you're working with, at the very least. You don't necessarily have to include mundane details that may never get mentioned (like their religions, common foods and rituals they participate in, although adding these details makes it feel more real), you would be helping yourself in the long run to flesh out your world first.
