Yes, any tutor, I imagine, would assign homework to ensure that whatever concepts and methods were discussed during a lesson were reinforced in the mind of the student. The only way to get better at SAT Math is to practice SAT Math. There are quirks to the questions that need to be addressed and appreciated in order to navigate each Math section in a timely and accurate manner. I have personally worked with some students who might not have been as strong in math as other students but who ended up with better SAT Math scores, simply due to their studious nature.
How the tutor wishes to assign homework is more of a personal choice. Some favor quantity, others assign fewer questions. But no SAT tutor or teacher I have met or worked with has let students off the hook without any homework. Students and parents count on tutors for results, and tutors must rely on students to earn those results, so homework takes on an integral role in the prep process.
