Absolutely. Singapore is both a city and a state, and way back in 1965 they decided that Malay would be the primary official language of the country. However Singapore also recognized that over 20 total languages are spoken there, and so decided that 4 of them should receive a designation as official "common languages" and these four are Tamil, Malay, English and Chinese.
