Assume that the 10 rows form the width of the garden; the 12 trees per row form the length of the garden.
With a boundary on all sides, the length of a row is:
boudary + (12 trees with 11 spaces) + boundary
1 + (11*2) + 1 = 24 meters
That is:

Note: This assumes that the distance "between two trees" is 2 meters" is measured from the center of the trees, making their width 0.
