So ur trying to find out how many dozens r needed to cover 40 cupcakes. 3 dozen only makes 36, so 3 is not enough. 4 dozen makes 48, too many.
Solution 1: If you must bake a dozen at a time, you make 4 dozen, as 3 produced too few. Answer = 4
Ssolution 2: If you ever learned your fractions, you could do 3 dozen or 36, and then bake 4 more to get exactly 40. So you have repeated the complete recipe 3 times and then 4/12 of a recipe, or 1/3, thus repeating the full recipe 3 times and then 1/3 time more. 3 + 1/3 = 3 1/3.
So it depends on whether or not you can apply fractions and make a partial batch. If you can. Its 3 1/3. If each batch has to be a full dozen, then 4 dozens are needed.
