If the device does not need to be used in water, and instead can simply be exposed directly to air, I think mosquitoes would make a great substitute.
If it does need to be submerged in something, just not in water, nematodes in soil would be a good substitute.
If it needs to be submerged in water, aquatic larvae of some sort would probably suffice.
