Let N = the number of cupcakes in a package.
Each one weighs 3.5 ounces.
The whole package weighs 20 ounces.
The equation would be 3.5 * N = 20 (weight of each cupcake * the number of cupcakes in the package)
Divide both sides by 3.5
N = 5.714
But a package of cupcakes only has a WHOLE number of cupcakes, not 5 whole ones and .714 of the 6th cupcake. So our answer has to be limited to 5 cupcakes. (5 whole cupcakes)
