One of the most innovative ideas behind our government is something I bet you have heard of: the system of checks and balances. A quick refresher: each of the branches of the United States federal government -Legislature, Executive, and Judicial- have the ability to do something, but the other branches can inhibit that something from happening.
Your wildlife bill is an example of the ability of the executive branch, the President, to "check" the power of Congress, the legislative branch.
Since two branches of the government are involved in the bill, it can be difficult to narrow the description to one. One way to view it: When two are more people or groups are involved, look for which one is performing the immediate action. The activity mentioned specifically is the presidential veto, so this would be an example of the executive branch.
