This is true! Diluting ink with water to create a larger value range from the ink, and then painting with this mixture is called an ink wash or 'ink washing.' Similar to water colors, where adding more water dilutes the pigment, creating softer tints, adding more water to ink will create softer grays. Or, in other techniques, water is added to the canvas first, then ink is added to create these layers of value.
