The Perimeter of a rectangle is the sum of the length of each of it's 4 sides. Sometimes two sides are referred to as the width and the remaining two are named length. This the perimeter = 2*(2x+5) + 2*(6x+3) = 16x+16. Note that the negative width merely refers to the location of the rectangle as in the bottom left quarter of the x-y plane - not that the length of those sides is negative
