First you need to change all the units in ml—

1. change 3 gallons to no of quarts—(3 gallons)×( 4quarts/1gallon)=12 quarts
2. change 12 quarts to ml—12quarts×(946ml/1quart)=11352ml
3. now determine how many tumblers can Connie fill up with these ml of epoxy

(11352) ×(1tumbler/130ml)=87 tumblers

you can do this in one step if you have all these steps figured out mentally.
