Was there ever any doubt which side the USA would join during WW2?

There was never a doubt by the FDR administration as to which side the USA would join. Even prior to the Japanese attack on Pearl Harbor,, the US had been supplying arms and munitions to allies (Great Britain and the USSR). Of course after Pearl Harbor, the USA joined the Allies against the Axis powers (Japan, Germany).
