How much effort would it take an English speaker to learn to read and write Mandarin at the level of an average Chinese adult?

It depends on the duration and the intensity of instruction and learning. According to my experience of learning English as a native Chinese speakers, it probably costs four semester of full-time language study for a college student to reach an average Chinese adult level. But if you are particularly diligent or persevering on Chinese learning and spend 3-4 hours beside formal learning sessions, you could reach the desired level more quickly.
