Find: Number of bags needed
There are two ways to answer this. The "railroad method" is the best way because it can be used for simple questions like this all the way up to complex engineering problems.
You can also simply reason through the problem and perform a simple calculation.
Railroad Method
1/4 lb/bag can be written as a single fraction
Rewrite as fractions
1 lb. 48 lb

4 bags 1
Rearrange so the units cancel
4 bags 48 lb
----------- × --------
1 lb 1
Mmultiply across and cancel units
4 bags 48 lb 192 bags
----------- × -------- = -------------- = 192 bags
