It is easier to think about this in terms of fractions.
If the ratio is 1:7, then one out of every eight students is a boy (seven of the eight are girls).
So 1/8 of students are boys.
To find an eighth of 191, multiply (1/8)*191. You get 23.875.
But assuming there isn't 0.875th of a boy walking around school, I would round to 24 boys.
