The Articles of Confederation comprised the United States’ first constitution, lasting from 1776 until 1789. The Articles established a weak central government and placed almost all powers in the hands of the states.
The central government lacked the power to tax, enforce tax laws, or regulate commerce. There was also a lack of centralized military power, and we were trying to conduct a revolutionary war.
The Articles were almost wholly ineffective themselves. However, they established a precedent for cooperation between the states and the ways and means needed to construct the final Constitution years later.
