Simply, the frontal lobes are responsible for higher order cognition. The primary motor cortex is located in the frontal lobe - but also the cortical territories that are responsible for motor planning are also located in the frontal lobe. The frontal lobe is where complex thinking takes place - where multiple modalities of perception are integrated. Also, the frontal lobe is responsible for inhibition - so the ability to stop behaviors that are considered inappropriate, appears to be located in the frontal lobe.
