It is all about faith in Jesus Christ. If we believe that He is the Son of God and that He died as a sacrifice for the sins of man, we are said to be "Born Again." When Adam and Eve sinned in the Garden of Eden, sin separated man from a Holy God. As a result, man had to perform animal sacrifices In the Old Testament as a way to get back in fellowship with God. Then God sent Jesus to the earth in human form, but He was also fully God, as a lasting permanent ultimate sacrifice. When a person truly believe in Jesus and surrenders their lives to Him, Jesus' Spirit comes into our hearts and as a result, He lives His life through us. Our lives become transformed and we are said to be "Born Again" because we do not think like we used to think or do the things that we use to do. Once we publically make the confession of faith in Jesus Christ, being baptized is a symbol of that new birth. The Scripture that best describes this is John 3:1-8 where a man named Nicodemus is asking Jesus about being born again. Then, Romans 10:9-10 says that we must confess with our mouths and believe in our hearts. Acts 2:38 speaks of what happens when we are baptized.
