When we divide a fraction by another fraction, we have to do a little mathematical "sleight-of-hand." What we are going to do is take the reciprocal of the divisor (the quantity the other number is being divided by) and them multiply the dividend (the quantity that is being divided) by that.

9/10 ÷ -3/5 = 9/10 x -5/3 = -45/30 = -1 15/30 = -1.5
